It is not the rate at which something occurs "per second" unless further explained as such. If you read the question It specifically calls out a defined time of one second. Were frequency can be expressed in any amount of time. EX: the frequency of (cycles per min) equals 3600. the frequency of (cycles per second) equals 60.
My point is the denominator when defining frequency is a variable not one second. The denominator in the unit Hz is defined as one second.
