    47 Relay Testing Method

From the practice exam for NETA 2: How would you test a 47 function that measures 120V phase to phase?
I cannot understand why Test Guy solution was 2 channels connected Open Delta, one 0 degrees, other 60 degrees leading? I would have guessed 120 degrees leading because that is angle between phases. Why 60 degrees?

This feels like a NETA 4 question, but I am in NETA 2 exam. Not complaining, but do some advanced questions get mixed up in the different practice levels? Or am I missing the question framing of basic understanding?
