Testing ground resistance with no earth to drive rods

Can anyone share tips on how you go about doing a three-point ground test when there is no earth available to drive rods? I have to do fall of potential at a building that is surrounded by asphalt parking lots and city streets. Clamp on ground test is not acceptable. Any help would be appreciated!

Drilling small holes through the asphalt, done that before.

Get 3 feet of metal chain. Coil it in a circle in the area you want to test, dump some water on it. Makes great earth connection.
